‘It is of vital importance to conduct high-level opening up to achieve high-quality development.’ Yu Miaojie believed that for Liaoning Province to become a hub of opening up, it is important to actively integrate itself into the national development paradigm and serve the strategy. On the one hand, it is important to actively integrate itself into the unified national market. On the other hand, it is also important to improve its connection with the global economy.
He proposed that it is vital to seize the opportunity of opening up to the north and the east and better participate under the ‘Belt and Road Initiative’ so as to achieve a number of major cooperative results. For the ‘Land Silk Road’, it is important to seize the opportunity of deepening the comprehensive strategic cooperative partnership between China and Russia in the new era and strengthen cooperation. For the ‘Maritime Silk Road’, it is important to strengthen cooperation with Japan and South Korea to make Liaoning Province a pacesetter for free trade in the Asia-Pacific region.
He noted that it is important to focus on equipment manufacturing, energies and electricity, grain processing, transportation, cross-border logistics and other fields, continue to expand the scale of projects and trade with Russia and build innovative demonstration zones for international economic and trade cooperation with Russia.
‘Platforms play a vital role in opening up.’ Yu Miaojie believed that a bigger platform could create a bigger market. He noted that first, it is important to continuously deepen institutional reform and conduct pilot practices on procurement trade and cross-border e-commerce to reduce trade costs, break down trade barriers and promote regional trade cooperation. Second, it is important to give full play to the role of international transportation and make good use of China-Europe railway express services to promote cooperation with Japan, South Korea, Southeast Asia, the Middle East and other countries and regions.
He added that it is important to increase the opening up of talents. Governments at all levels should optimize the talent policies, create a high-quality environment, attract more talents and promote the free flow of talents in regions and industries.
A sound business environment can play a supportive role in high-level opening up. He believed that at present, the business environment in Liaoning Province had changed tremendously. It is important to build a market-oriented, rule-based and international first-class business environment to reassure enterprises to invest and develop their businesses in the region. It is also important to reduce all kinds of transaction costs, including both explicit and implicit costs. By applying a unified market access system, private economy can enjoy an equal market position with the state-owned economy in obtaining factor resources.
