On January 18th, an expert symposium on the action plan for building an international center city in Northeast Asia was held in Shenyang. Wang Xinwei, Deputy Secretary of the Provincial Party Committee and Secretary of the Municipal Party Committee, attended and delivered a speech, while Lv Zhicheng, Deputy Secretary of the Municipal Party Committee and Mayor, attended.
At the meeting, Liu Peilin, Chief Researcher of the Institute for Chinese Economic Practice and Thinking at Tsinghua University, Du Baodong, Vice President of the China Academy of Urban Planning and Design, Liu Tong, Deputy Director of the Institute of Spatial Planning & Regional Economy，National Development and Reform Commission P.R.C, Hu Jiangyun, Director of the Department of Foreign Economic Research, Development Research Center of the State Council, Chen Xiaodong, Deputy Director of the Institute of Industrial Economics, Chinese Academy of Social Sciences, Yu Miaojie, President of Liaoning University, and He Wanpeng, President of IDSS China, successively spoke and put forward opinions and suggestions on the action plan. Wang Xinwei listened carefully to the speech and had in-depth exchanges and discussions with everyone. Wang Xinwei said that the experts see problems from overall perspectives and have in-depth thinking. Their opinions and suggestions are very pertinent. We will carefully develop and brainstorm to form an action plan that not only fully reflects the strategic deployment of the Party Central Committee and the work requirements of the Provincial Party Committee, but also conforms to the actual situation of Shenyang, meets the expectations of the people, and leads the whole city to work together.
Wang Xinwei pointed out that the new round of national territory development master plan approved by the state clarifies the urban nature of Shenyang as an international center city in Northeast Asia, which is a new mission and task entrusted to Shenyang by the state. This mission also endows Shenyang with stronger urban functions, greater development space, and more development opportunities, which is of great significance for Shenyang to lead regional development, deepen international cooperation, and form strong support for major national strategies.
Wang Xinwei pointed out that we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and deeply study and implement the important speeches and instructions of General Secretary Xi Jinping on the comprehensive revitalization of Northeast China and Liaoning. We must fully implement the important mission of safeguarding the country's "five major security", fully implement the primary task of high-quality development and the strategic task of building a new development pattern, lead high-quality development with high-level openness, and continuously enhance the radiating power and driving force of urban influence. We need to clarify our strategic positioning, based on unique advantages such as location, industry, science and education, and humanities, and open up cooperation in Northeast Asia to build an international modern comprehensive hub. And conduct in-depth research in advanced manufacturing, modern service industry, technological innovation, and other areas to more scientifically and accurately determine urban functions. Focusing on creating a new high ground for Northeast Asia's open cooperation, one should optimize major open cooperation platforms, build a three-dimensional open channel of 'air, land, and sea networks', and expand the fields of open cooperation under the 'Belt and Road' initiative. Focusing on building an international modern comprehensive hub, one should prioritize the construction of aviation hubs, rail and road hubs, logistics hubs, and information hubs. Focusing on creating a national advanced manufacturing base, one should promote the transformation and upgrading of traditional manufacturing, cultivate and expand new industries, and build world-class industrial clusters. Focusing on building a center for modern services in Northeast China, one should prioritize the construction of regional financial centers, international consumer center cities, and enhance international public services. Focusing on creating a regional high ground for technological innovation, one should improve the technological innovation platform system, strengthen the tackling of key core technologies, and optimize the innovation ecosystem. One must ensure effective organization and implementation, improve action schemes, plan and implement important activities and platform scenarios. Also, to steadily achieve the beautiful vision of building an international center city in Northeast Asia step by step, one must promote major projects and initiatives, ensure detailed implementation through lists, projects, and engineering, establish a regular evaluation and promotion mechanism,
