From September 3 to 6, 2024, the 9th Eastern Economic Forum was held in Vladivostok, Russia. The forum, themed ‘Far East 2030: Combining Strengths to Create New Potential’, brought together over 6,000 officials, entrepreneurs, scholars, and experts from 76 countries and regions. The agenda included discussions on international cooperation in a changing world, issues related to the global economy and financial situation, and the development of Russia’s Far East and its role in the region.
Professor Yu Miaojie, a Deputy to the 14th National People’s Congress, fellow of the International Economics Association, Deputy Secretary of the CPC Committee and President of Liaoning University was invited to attend the 9th Eastern Economic Forum and visited the Russian Far Eastern Federal University during the time. Associate Professor Yin Ruyu, Deputy Director of the Office of International Affairs, Professor Yin Hong from School of International Economics and International Relations and Assistant Professor Chen Feng from Li Anmin Institute of Economic Research also joined the visit and conducted academic exchanges.
On September 3, Liaoning University (LNU) and Far Eastern Federal University formally signed an agreement to start the joint training program of ‘International Business and Project Management’. The program will be taught in English and students will be trained in international culture and management at both universities. President Yu Miaojie noted at the signing ceremony that as China-Russian economic and trade relations are increasingly close. Especially in the Far East, the demand for high-level international management talents is increasing. He added that as the first specialized business university in China, LNU is rich in enterprise resources and enjoys unique geographical advantages. He believed that the cooperation with Far Eastern Federal University would provide strong talent support for the economic and trade development of China and Russia, also creating more opportunities for the two countries to establish closer economic ties on the international stage.
Boris Korobetz, President of the Far Eastern Federal University recognized the cooperation with LNU, believing that this program would enable both sides to cultivate high-level talents with a global vision and international business capacities. He stressed that with the deepening of China-Russian economic relations, it is the shared responsibility of both universities to cultivate talents who meet the needs of the global market. He added that the new master’s program would surely attract wide attention from the business communities of both countries and promote the further integration of the economies.

After the signing ceremony, the delegation led by President Yu Miaojie had an in-depth discussion with counterparts from Far Eastern Federal University on undergraduate joint training programs, scientific research cooperation, academic exchanges and cultural exchanges. Both sides agreed that Northeast Asia is facing new economic opportunities and with the educational and scientific research resources of both sides, more positive contributions in economic and technological development could be made. He also hoped that leaders and heads of relevant departments of the Far Eastern Federal University would visit Liaoning University so as to further deliver on the details of the cooperation and carry out cooperation discussions in more fields.

On September 4, President Yu Miaojie delivered his first speech at the sub-forum, ‘Embracing Transformation: The 21st Century Challenge to Traditional Education Systems in APEC Economies’. He stressed that in a volatile and complex global economic environment, educational institutions play an irreplaceable role in cultivating innovative talents and promoting economic development. He added that through transnational academic cooperation and joint training programs, Liaoning University is committed to cultivating high-quality talents with a global vision and is active in responding to the challenges of global economic and technological development.

Later, he delivered his second speech at the sub-forum ‘Visions of the Future of the New World Order: Complementary, Competitive, or Mutually Exclusive?’, where he analyzed the future of globalization in the face of challenges. He noted that although the process of globalization slowed down after the financial crisis in 2008 and trade barriers among countries are on the rise, globalization is still the mainstream of global development where global supply chains and product specialization are still playing a vital role. He called for multi-polarized global governance and global win-win outcome on a fair basis.

On September 4, President Yu Miaojie delivered his third speech at the sub-forum ‘FEFU: 125 Years of Training Specialists to Develop Russian-Asian Relations’. He congratulated the Far Eastern Federal University on its 125th anniversary and made positive remarks on its contribution to the economic and social development in the Far East. He also introduced Liaoning University in student training, teaching resources’ building and social services in detail, stressing that the cooperation between the two universities in higher education would inject new impetus into the economic development of China and Russia.

On September 5, the delegation led by Yu Miaojie had in-depth discussions with Oleg Mesko, President of St. Petersburg University of Management Technology and Economics and Anna Rumentseva, Vice President in charge of scientific research and international affairs. The two sides conducted extensive discussions on establishing a joint training mechanism for undergraduate and master students in economics, promoting bilateral academic exchanges and joint hosting high-level academic conferences. They reached a preliminary consensus on specific cooperation modes, resource sharing and implementation paths.

On September 5, the expert team from Liaoning University and Far Eastern Federal University jointly held a round-table forum to conduct an in-depth academic discussion on ‘Far Eastern Development and China-Russian Cooperation’. President Yu Miaojie delivered an opening speech. The forum was co-chaired by Associate Professor Yin Ruyu, Deputy Director of Office of International Affairs of Liaoning University and Associate Professor Artyom Lukin, Vice President of Oriental College of Far Eastern Federal University. Professor Yin Hong, Associate Professor Yin Ruyu and Assistant Professor Chen Feng delivered speeches respectively, discussing Russia’s industrial policies, national capacity and resilience and the promotion of China-Russian cultural exchanges to the development of the Far East. This forum laid a solid academic foundation for the further cooperation between Liaoning University and Far Eastern Federal University and put forward constructive insights on promoting China-Russian economic, trade and cultural cooperation.

On September 6, President Yu Miaojie delivered his fourth speech on the Belt and Road Initiative (BRI) and China-Russian economic cooperation in the sub-forum ‘Eurasian Space: Civilizational and Geopolitical Challenges and Prospects’. He noted that since the launch of the BRI ten years ago, the total trade volume of countries and regions participating in the initiative had accounted for 40% of the total global trade volume and made great contributions to global economic growth. He stressed that China-Russian cooperation should focus on the Maritime Silk Road, infrastructure construction and the development of Northeast Asia. He also mentioned that the development of ecological civilization in China would create more opportunities for bilateral cooperation in the fields of energy, agriculture and service industry.

This forum is not only important for global political and economic dialogues, but also provides an important opportunity for Liaoning University to further enhance its international influence and expand international cooperation. By doing so, the university could contribute to promoting China-Russian economic, cultural and educational cooperation and beyond.
