Professor Yu Miaojie and Professor Liu Jianwen win Achievement Award of the Liaoning Philosophy and Social Sciences Awards

On November 30, 2023, the winners of the Achievement Award of the Liaoning Philosophy and Social Sciences Awards, the fourth of its kind, was released with the approval of the People’s Government of Liaoning Province. Among the winners were Professor Yu Miaojie and Professor Liu Jianwen from Liaoning University.

The Achievement Award of the Liaoning Philosophy and Social Sciences Awards presents its winners every three to five years as representing the best achievements in the field of philosophy and social sciences in Liaoning Province. The award aims to select a raft of experts with strong political beliefs, a rigorous academic attitude and a decorous lifestyle who are charting  a course in philosophy and social sciences research and who enjoy sound reputations both at home and abroad. Such experts stay committed to offering creative solutions to major issues in social-economic development and to rendering valuable advice in decision-making for CPC committees and governments at different levels, all aimed at producing social and economic good. They also devote their lives to advocating philosophy and social-scientific knowledge and to training talents. The two selected experts at LNU, with years of work in research and other contributions, won the honor after recommendations, reviewing, evaluation and discussion, both displaying LNU’s strength and charm as leading experts in the social sciences.


 

 

Yu Miaojie is a deputy of the 14th National People’s Congress, a member of the Standing Committee of the 14th National People’s Congress of Liaoning Province, Deputy Secretary of the CPC Committee and President of Liaoning University. He is a winner of the National Talent Program and a winner of the National Science Fund for Distinguished Young Scholars. He is an outstanding young scientist of Beijing and a Liberal-Art Chair Professor at Peking University. He is a chief expert of major projects of the National Social Science Fund of China, a winner of NG Teng Fong/ Sino Scholarship for Outstanding Youth, and is among the top one percent most highly cited economists in the field of economics and management in the world. He holds his Ph.D. in economics from the University of California and is among the top one percent most highly cited economists in the field of economics and management in the world. He is the first Chinese winner of the Royal Economic Society Prize and Yu’s award-winning study has been rated as one of the three most influential papers by the Economic Journal since its inception in 1891. Yu’s main fields of research are international trade, world economy and China’s economic development. He also serves as Vice President of the China Society of World Economics, Vice President of the Chinese Association of Quantitative Economics, Vice President of the China Society of Industrial Economics, Vice President of the Chinese Association of Hong Kong & Macao Studies, and is a member of the Economic and Trade Policy Advisory Committee of the Ministry of Commerce. He is also an expert member of working groups engaged in the new industrial revolution in BRICS countries and is head of the Chinese research group of China Council for International Cooperation on Environment and Development.

Yu has published more than 170 academic papers in top journals at home and abroad, including Economic JournalReview of Economics & StatisticsJournal of International EconomicsJournal of Development EconomicsEconomic Research JournalJournal of Management WorldChina Economic Quarterly, and The Journal of World Economy. He has also published 23 monographs, textbooks and essays in Chinese and English. Yu has presided over many major and key projects in national philosophy and social sciences as well as major projects in the humanities and social sciences under the Ministry of Education. He has presided over many projects, too, including the National Science Fund for Distinguished Young Scholars, the General Fund, and the Beijing Outstanding Young Scientists Project. Yu currently presides over the National Science Fund for Distinguished Young Scholars, which has received much praise and acclaim. His representative monograph won the highest prize in national humanities and social sciences research at the 7th Wu Yuzhang Humanities and social sciences Research Awards. He has also won the Zhang Peigang Development Economics Outstanding Achievement Award, twice been given the Excellent Achievement Award of Philosophy and social sciences by the Ministry of Education, the Philosophy and social sciences Excellent Achievement Award of Beijing, and five times been given the Anzijie International Trade Research Award. Concurrently, Yu’s works and papers have won the Liu Shibai Economics Award, the Hu Sheng Youth Academic Research Award, and the National Trade Development Research Award, with his paper published in Economic Research Journal winning the first China Young Economist Award.

As an educator, Yu has taught numerous courses at the University of California, the University of Hong Kong, the Chinese University of Hong Kong, Peking University and Liaoning University. His teaching methods have won favorable feedback from students, exemplified in his winning the Peking University Higher Education Achievement Award, the Peking University Teaching Excellence Award, and the Cao Fengqi Finance Teaching Award. Yu’s textbook won the Peking University Excellent Textbook Award and has been adopted by many top universities in China. He is currently serving as Editor-in-Chief of China Open Economics.

In terms of social services, Yu Miaojie has been appointed as an expert consultant by the United Nations, Asian Development Bank, Ministry of Finance, Ministry of Commerce, Counsellors’ Office of the State Council, Central Committee of the Communist Youth League, and many local governments, even being specially invited to the United Nations Headquarters to give a report on China’s economic development. As a representative of the 14th National People's Congress, he was interviewed by Xinhua News Agency and other media more than 60 times during the two sessions. Yu’s focus is on major national strategies and the decision-making deployment of the Liaoning Committee of the Communist Party of China, conducting research around the people's urgent difficulties and concerns. To that end, he has submitted eight suggestions, contributing wisdom and strength to national and local economic and social development, actively promoting Liaoning Province to the outside world with his own personal feelings and research results, and showing how Liaoning has developed and changed.  


  

 

Liu Jianwen, is a doctor of law, postdoctoral doctor of law, a distinguished professor of Liaoning University, and a distinguished professor of National Talent Project Award Program. He is President of China Association for Fiscal and Tax Law of China Law Society, executive member of China Law Society, and Vice Chairman of the China Certified Tax Agents Association. He also serves as a legislative expert advisor of the National People's Congress Standing Committee, is a member of the expert advisory committee of the Supreme People's Procuratorate of the PRC, a legal advisor to the Ministry of Finance of the PRC and a member of the administrative reconsideration committee of the State Taxation Administration of The People's Republic of China. As a chief expert of major projects of the National Social Science Fund, he has presided over more than 30 national or ministerial-level projects such as major bidding projects of the National Social Sciences Fund, key projects and general projects of the National Social Sciences Fund and projects of the National Natural Science Fund.

He has published more than 150 articles in authoritative periodicals and newspapers such as Social Sciences in China, China Legal Science, Chinese Journal of Law and People's Daily and many of his works have been reprinted by Xinhua Digest and China Social Sciences Digest. Over 50 works have been published and his research achievements have been awarded the second prize of the National Outstanding Achievement Award of Scientific Research (Social Sciences) in Colleges and Universities, the first prize of the Beijing Outstanding Achievement Award in Philosophy and Social Sciences, the second prize of China Law Society Outstanding Achievement Award and the third prize of Qian Duansheng Law Research Achievement Award. His course Law of Finance and Taxation has been awarded as a national first-class undergraduate course and he offered special lectures on the legal system for the National People's Congress Standing Committee in 2006 and 2017. He acts as a drafting team consultant of the Law of People's Republic of China (PRC) on State-owned Assets of Enterprises for the National People's Congress, drafting team leader of the Tax Basic Law for the Financial and Economic Committee of the NPC, drafting team leader of the General principles of tax law for the Budget Committee of the NPCSC and revision and evaluation team leader of the Tax collection and management law of People's Republic of China for State Taxation Administration of The People's Republic of China. He has also participated in the legislation of single taxes such as the People's Republic of China Enterprise Income Tax Law and the People's Republic of China (PRC) Environmental Protection Tax Law. He also helped draft and revise more than 10 laws including the Legislation Law of the People's Republic of China, the Budget Law of the People's Republic of China, the Individual Income Tax Law of the People's Republic of China and the Tax Collection and Management Law of the People's Republic of China.

The People’s Government of Liaoning Province made the following proposal to practitioners in philosophy and social sciences in Liaoning Province. They need to learn from the winners of the award and work under the guidance of Xi Jinping Thought on socialism with Chinese characteristics in the new era to build confidence in the path, theory, system and culture of socialism with Chinese characteristics. Guided by correct direction, deep knowledge and moral integrity, workers in the field of philosophy and social sciences should work to be advocators of progressive ideas, pioneers of academic research, leaders of social morality and strong supporters of Party governance. They should work to conduct academic research for the people by studying and responding to major theoretical and practical issues. With the aim to achieve the three-year action plan for the comprehensive revitalization of the Northeast China, they should seek to produce high quality achievements and offer valuable advice for Liaoning revitalization by carrying out comprehensive, specific and strategic studies. They should also strengthen ideological and moral development as well as enhance discipline and talent construction. Such work will make great contributions to the development of philosophy and social sciences and to the comprehensive revitalization of Liaoning Province.
